Because individual voters have so little influence on election outcomes, it is NOT rational for them to spend the time necessary to become informed. This fundamental free rider problem cannot be addressed by any election reform. But sortition can reduce the burden of becoming informed - and make the effort worthwhile for individuals - by giving representative random samples of the people short turns making public decisions.
